Slice the cabbage into thin strips.
Peel the carrots and discard skin. Continue peeling to get very thin strips of carrot. If your carrot strips are long, cut them in half or thirds.
Slice from the top of the green onions until you have around 1/2 cup.
Cut about 1/2 cup of cilantro leaves and roughly chop.
Combine all vegetables in a bowl.
For the dressing, combine all other ingredients in a small bowl. Whisk together until the sugar has dissolved.
Pour over vegetables and toss. Cover and refrigerate for at least 1 hour.
