East Divide Avenue work to begin
Construction work to link East Divide Avenue to Bismarck Expressway will Andre Johnson Elite Jersey begin in early to mid April if weather allows.
Northern Improvement was awarded the contract for the $6.7 million project last fall. City Engineer Mel Bullinger said the project's total costs will be near $10 million when land acquisition, utility work and engineering work done in the past three years are factored in. Bismarck's share of the federal fund match will total just more than $2 million.
The 1/2 mile road project will stretch from Volk Drive to Bismarck Expressway, in a straight line instead of the 90 degree curve motorists must use now to reach Expressway. A right turn lane will be added for traffic going south on Bismarck Expressway/Centennial Road to tie into the new section of Divide Andre Johnson Jersey Avenue, he said.
Bruce Thompson, spokesman for Northern Improvement, said startup will be determined by weather conditions and ground frost. "We'll start with the dirt work, underground water mains and storm sewers," he said. That means lowering a steep slope next to Capital RV and adding road on 700 feet of land where none existed before, according to Thompson.

Deadline for substantial completion of the work is Nov. 1. Followup seeding and striping work may need to be finished in the spring of 2015.
Bullinger said the city has been actively working on the project since 2011. Funding sources will come from $1.28 million from special assessment taxes, $2.1 million in sales tax, $219,892 in rural roads sales tax, $749,703 in water utility fees, $16,190 from street utility fee revenue and $5.7 million in federal funding.
